All events are started and carried to completion by the local church, in cooperation with the Billy Graham Evangelistic Association. The local churches have invited the evangelist to the community and will provide volunteers to serve in various capacities before, during, and after an event. The local churches will experience the joy of people making commitments to Christ and the spiritual renewal of many church members.

When BGEA evangelists accept an invitation to come to a city, they provide experienced personnel who serve as advisors to the local committee. They will share methods, materials, and knowledge gained from more than 50 years of experience and study of crusade evangelism. At every event the Billy Graham Evangelistic Association asks that specific policies be established in the areas of organization, finance, and follow-up in order to maintain integrity and fairness to all involved.

An event's general committee, composed of clergy and laypersons representative of the local Christian community, is incorporated as the policy-making and guiding body for the event. The committee will be dissolved within six months of the close of the event to ensure that it functions according to its established purpose.
